Kei is Of Counsel at GVR, where he focuses his practice on CEQA and planning and zoning law. Kei brings over 17 years of experience in environmental and entitlement review, land use planning, and community development to his legal practice. Kei has extensive expertise in technical environmental impact analyses across a broad range of resource areas, including transportation, noise, air quality, hazardous materials, and biological and cultural resources, as well as with local permitting and zoning issues. His in-depth understanding of municipal processes and his keen interest in constitutional issues, state legislation, and emerging technologies enable him to deliver strategic and efficient counsel on challenging CEQA and land use matters.

Prior to joining GVR, Kei served as Of Counsel at a prominent Los Angeles-based environmental and land use law firm, advising on major residential and infrastructure projects. Kei also has substantial experience as a city and environmental planner for municipalities in California, Washington, and Oregon. His background in environmental engineering, planning, and law allows him to offer practical, solution-oriented guidance on complex regulatory matters.
